April 2, 2014 - Obama Approval Inches Up, Tied With Putin As Leader, Quinnipiac University National Poll Finds; Voters Say Putin Is Not Hitler, But Fear Military Action PDF format American voters give President Barack Obama a negative 39 - 55 percent grade for his handling of foreign policy, one of his lowest foreign policy grades ever, as his overall job approval inches up to a negative 42 - 50 percent in a Quinnipiac University National Poll released today. This compares to the president's negative 40 - 54 percent job approval in a January 22 survey by the independent Quinnipiac (KWIN-uh-pe-ack) University. A total of 80 percent of American voters are "very concerned" or "somewhat concerned" that the Ukraine situation could lead to a larger regional conflict with U.S. military involvement. But voters give mixed signals on President Obama's handling of the Ukraine issue: They give Obama a negative 41 - 47 percent grade for his handling of the Ukraine and Russia situation; 45 percent say his handling of Ukraine and Russia has been "about right," while 36 percent say "not tough enough" and 6 percent say "too tough;" Voters support 69 - 21 percent economic sanctions against Russia by the U.S. and its European allies; 54 percent say the U.S. should not get too involved, while 39 percent want the U.S. to take a firm stand; 56 percent say the Ukraine situation could lead to a renewal of the Cold War. American voters are divided 42 - 42 percent on whether President Obama or President Vladimir Putin is a stronger leader. "Is the old Cold War Bear lurking in Ukraine? Americans express concern but caution on how to handle Russia," said Tim Malloy, assistant director of the Quinnipiac University Poll. "It's a tossup on who is a tougher leader, President Barack Obama or President Vladimir Putin, as Americans weigh the heavyweight standoff over Ukraine." Only 24 percent of American voters compare Russian President Vladimir Putin's actions in Ukraine to Adolph Hitler's actions prior to the outbreak of World War II, while 51 percent say that is too strong a comparison and 21 percent don't know enough about that pre-war history. Voter opinions on other Putin characteristics are: 80 - 5 percent that he is not honest and trustworthy; 57 - 29 percent that he has strong leadership qualities; 48 - 33 percent that he is mentally stable. 2014 Senate and Congressional Races Reversing a slight shift to the Republican column, 40 percent of American voters now say they would vote for a Democrat for Congress this year, while 38 percent go Republican. Independent voters would vote Republican 35 - 27 percent. Democrats in Congress continue to be viewed as the lesser of two evils, with a negative 30 - 60 percent approval rating, compared to a negative 18 - 73 percent score for Republicans. Control of the House and Senate is a tossup for American voters: 45 - 45 percent split on whether Democrats or Republicans should control the Senate; 46 percent want Democrats to take over the House, while 45 percent want GOP control. American voters oppose the Affordable Care Act 55 - 41 percent and 40 percent are less likely to vote for a candidate who supports Obamacare, while 27 percent are more likely and 31 percent say this will not affect their vote. Immigration also is a possible pitfall for candidates, as 39 percent of voters say they are less likely to vote for a candidate who supports a path to citizenship for illegal aliens, while 29 percent are more likely and 29 percent say it won't make a difference in their vote. Raising the minimum wage is more popular as 50 percent say they are more likely to vote for a candidate who supports raising the minimum wage, with 25 percent less likely and 24 percent saying it won't affect their vote. "Congressional candidates better watch out for the mines as they step into Obamacare and immigration, but supporting a higher minimum wage looks like an easy issue," Malloy said.
