One day before the next Democratic debate is held in Houston, former Vice President Joe Biden tops the field in the Texas Democratic primary with 28 percent of Democratic voters and independent voters who lean Democratic. Sen. Elizabeth Warren follows with 18 percent, while both Sen. Bernie Sanders and former U.S. Rep. Beto O'Rourke are at 12 percent. This compares to an early June Quinnipiac (KWIN-uh-pea-ack) University Poll, in which Biden had 30 percent, O'Rourke had 16 percent, Sanders had 15 percent, and Warren had 11 percent.

"Senator Warren's popularity continues to grow in Texas as well as nationally. But in either case, the changes are small, and Biden holds on to his double digit lead," said Quinnipiac University Polling Analyst Peter A. Brown.

In today's primary, there are a number of candidates in the mid to low single digits, with Sen. Kamala Harris at 5 percent, Mayor Pete Buttigieg and former HUD Secretary Julian Castro at 3 percent, and Sen. Amy Klobuchar at 2 percent. There are three candidates at one percent, with nine additional candidates with less than one percent.

Among Democratic and Democratic leaning voters, 32 percent say that Biden would be the best leader, with Warren at 20 percent and Sanders at 12 percent. No other candidate gets more than single digit support.

The same voters say that Warren has the best policy ideas at 31 percent, while 15 percent go for Biden and Sanders gets 13 percent. No other candidate gets more than single digit support. When they are asked which candidate has the best chance of beating Donald Trump in 2020, Biden dominates with 50 percent. Sanders and Warren get 10 percent each, and no other candidate gets more than single digit support.

"In Texas, the stereotype holds that Sen. Warren is the candidate of Democrats' hearts - they say two- to-one she has the best ideas - while Biden is the candidate of Democrats' heads, with a five-to-one lead over Warren when it comes to who has the best chance to win against Trump," added Brown.

A 41 percent plurality of Texas Democratic and Democratic leaning voters say that great leadership skills are the most important trait to them in a Democratic candidate for president, while 32 percent say it is great policy ideas, and 24 percent say it is electability. Thinking about issues in this year's primary, 22 percent of these voters say that health care is the most important issue to their vote, followed by a three-way virtual tie between climate change at 16 percent, the economy at 15 percent, and gun policy at 15 percent.

Guns

Among all Texas registered voters, 53 percent support stricter gun laws in the United States while 40 percent oppose them. However, voters are much more closely divided on whether or not stricter gun laws would help to decrease the number of mass shootings, with 45 percent saying that stricter laws would help and 50 percent saying they would not.

Texas voters say 89 - 8 percent that they support background checks for all gun buyers. However, only half of voters say they support a nationwide ban on the sale of assault weapons, with 50 percent supporting the policy and 43 percent opposing it. Voters are divided on their opinions about purchasing and carrying guns in Texas: 48 percent say it is too easy to buy a gun in Texas, while 42 percent say it is about right and 3 percent say it is too difficult. If more people carried guns, 44 percent of voters say that Texas would be less safe, while 42 percent say that Texas would be safer. Whether or not it makes Texas safer, however, voters support 54 - 41 percent allowing licensed gun owners to carry guns in churches, synagogues, and other places of worship.

President Trump and Texas Elected Officials

President Trump's job approval rating remains marginally underwater in Texas, with 45 percent of registered voters saying that they approve and 50 percent saying that they disapprove. Thinking ahead to 2020, 48 percent of Texas voters say that they would definitely not vote for Trump if he was the Republican nominee, while 35 percent say that they would definitely vote for him and 14 percent say that they would consider voting for him.

Governor Abbott remains the most popular statewide elected official in Texas, with a job approval rating of 56 - 27 percent. While both are under 50 percent approval, Sen. Ted Cruz and Sen. John Cornyn remain above water with a 49 - 40 percent approval rating for Cruz and a 41 - 34 percent approval rating for Cornyn. Nearly identical to his disapproval number, 35 percent of voters say that they would definitely not vote for Cornyn in 2020, while 30 percent say they would consider voting for him and 23 percent say that they would definitely vote for him.

From September 4 - 9, Quinnipiac University surveyed 1,410 self-identified registered voters in Texas with a margin of error of +/- 3.1 percentage points, including the design effect. The survey includes 456 Democratic voters and independent voters who lean Democratic with a margin of error of +/- 5.5 percentage points, including the design effect.
