January 15, 2019 - Shutdown Does Not Change Trump's Already Bad Grades, Quinnipiac University National Poll Finds; Trump Approval For Handling Economy Down Slightly PDF format Trend Information Sample and Methodology detail The government shutdown has little effect on President Donald Trump's job approval rating as American voters give him a negative 41 - 55 percent score, compared to a negative 39 - 52 percent approval rating December 19, before the shutdown, according to a Quinnipiac University National Poll released today. President Trump's base remains loyal, the independent Quinnipiac (KWIN-uh-pe-ack) University National Poll finds: Republicans approve 86 - 11 percent, compared to 82 - 14 percent December 19; White voters with no college degree approve 53 - 43 percent, compared to 56 - 37 percent last month; White men approve 55 - 41 percent, compared to 53 - 42 percent in December. There are wide racial and gender gaps as white voters are divided 48 - 48 percent, with black voters offering a negative 8 - 90 percent and Hispanic voters giving a 35 - 64 percent negative approval rating. Men are divided as 49 percent approve and 47 percent disapprove. Women give a negative 35 - 62 percent approval rating. American voters say 53 - 44 percent that Trump is not fit to be president. He get negative grades on key character trends: 61 - 34 percent that he is not honest; 58 - 39 percent that he does not have good leadership skills; 55 - 43 percent that he does not care about average Americans. "Despite very bad grades on honesty, empathy, leadership and fitness to serve, President Donald Trump's granite strong base keeps him above 40 percent," said Tim Malloy, assistant director of the Quinnipiac University Poll. "If you think President Trump's approval ratings are bad, get a load of what American voters think of Democrats and Republicans in Congress." Trump gets his best grade, a divided 49 - 48 percent, for handling the economy, but this is down from his all-time high, 53 - 42 percent, in a November 20 Quinnipiac University Poll. He get a divided grade for handling the military, as 46 percent approve and 49 percent disapprove. Voters give Trump a negative 40 - 56 percent approval rating for handling foreign policy, a negative 42 - 56 percent approval for handling immigration and a negative 42 - 50 percent on trade. American voters disapprove 56 - 37 percent of the way Democrats in Congress are doing their job. Voters disapprove 63 - 29 percent of the job Republicans in Congress are doing. Favorability Ratings for President, Congressional Leaders President Trump gets a negative 41 - 56 percent favorability rating. Negative ratings for Congressional leaders are: 35 - 48 percent for House Speaker Nancy Pelosi; 72 percent haven't heard enough about House Minority Leader Kevin McCarthy to form an opinion; 21 - 45 percent for Senate Majority Leader Mitch McConnell; 26 - 40 percent for Senate Minority Leader Chuck Schumer. The Economy A total of 64 percent of American voters say the nation's economy is "excellent" or "good," while 35 percent say "not so good" or "poor," virtually unchanged from results of a December 18 survey, just before the shutdown. President Trump's policies are helping the economy, 40 percent of voters say, as 37 percent say they are hurting the economy and 20 percent say his policies are not making a difference. "How much approval weight does a solid economy carry? Pummeled by horrid numbers on character traits, President Trump gets a break-even on his strongest suit, the economy," Malloy said. From January 9 - 13, Quinnipiac University surveyed 1,209 voters nationwide with a margin of error of +/- 3.3 percentage points, including the design effect.
