Homelessness is a "very serious problem," 70 percent of New York City voters say, and another 26 percent say it's "somewhat serious," according to a Quinnipiac University poll released today.

Mayor Bill de Blasio gets his lowest grade for handling key issues, a negative 31 - 59 percent, for his handling of poverty and homelessness, the independent Quinnipiac (KWIN-uh- pe-ack) University Poll finds.

Compared to a few years ago, 54 percent of voters say, they are seeing more homeless people on the streets, while 14 percent say they are seeing less and 28 percent say it's about the same. And 51 percent of New York City voters say they've encountered more homeless people asking for money, while 13 percent report less and 33 percent report about the same.

Only 11 percent of New Yorkers blame homeless people for their condition, while 77 percent say homelessness is caused by "factors beyond their control."

New York City is doing "too little" to help homeless people, 73 percent of voters say. Only 3 percent say the city is doing "too much," and 17 percent say the response is "about right."

Voters say 64 - 29 percent that homeless people should be required to work in exchange for shelter and 53 - 42 percent that they should be required to undergo random drug tests.

"Homelessness is on the rise in the city, New Yorkers think, and they feel sorry for the people who are in that unhappy condition," said Maurice Carroll, assistant director of the Quinnipiac University Poll.

"Overwhelmingly, we think the city isn't doing enough to help the homeless and, whatever the cause might be, we don't think it's the fault of the homeless people.

"But, given those generally sympathetic sentiments, we also support two get-tough ideas - that homeless people should be required to work and that they should be subject to drug tests."

New York City voters approve 44 - 20 percent, with 36 percent undecided, of the way the city's new Police Commissioner, James O'Neill, is doing his job. This compares to former Police Commissioner William Bratton's final approval rating, 57 - 32 percent, in an August 2 Quinnipiac University poll. O'Neill gets positive grades from black, white and Hispanic voters.

Voters approve 65 - 29 percent of the job all police are doing, up from 60 - 33 percent August 2. Voters approve 71 - 24 percent of the job police in their community are doing.

A total of 86 percent of New York City voters say crime is a "very serious" or "somewhat serious" problem in the city. Police brutality is a "very serious" or "somewhat serious problem, 69 percent of voters say, and 64 percent of voters say police corruption is a "very serious" or "somewhat serious" problem.

Looking at political corruption, 81 percent of voters say it's a "very serious" or "somewhat serious" problem.

Mayor de Blasio does favors for those who make political contributions to campaigns in which he is involved, voters say 48 - 27 percent. But 58 percent of those who say the mayor does favors for contributors say it's unethical but not illegal.

New York City voters disapprove 50 - 30 percent of the way the mayor is handling political corruption. His approval ratings on other issues are:
  • 48 - 44 percent for handling crime;
  • Negative 38 - 44 percent for handling public schools;
  • 47 - 43 percent for handling relations between blacks and whites;
  • Negative 40 - 53 percent for handling relations between the police and the community;
  • 37 - 38 percent for handling the city budget.
"On management of the public schools, police-community relations, the city budget, police and political corruption, Mayor de Blasio's scores are negative," Carroll said. "A plurality of New Yorkers gives him good marks on handling crime and relations between the white and black communities."

From November 9 - 15, Quinnipiac University surveyed 1,138 New York City voters with a margin of error of +/- 2.9 percentage points. Live interviewers call landlines and cell phones.
