Sample and Methodology detail

Only 21 percent of New York City voters say Mayor Bill de Blasio "should retain complete control of the public schools," while 68 percent say he should "share control of the public schools with other elected leaders," according to a Quinnipiac University poll released today.

Support for shared control is strong in every borough and among every listed party, gender, racial or age group, the independent Quinnipiac (KWIN-uh-pe-ack) University Poll finds.

Voters approve 48 - 38 percent of the way de Blasio is handling the public schools and give Schools Chancellor Carmen Farina a 38 - 33 percent approval rating.

Voters say 49 - 33 percent that they are not satisfied with the quality of public schools in the city, but say 48 - 36 percent that they are satisfied with their local public schools.

Only 20 percent of voters say the quality of public schools in the city has gotten better in the past few years, while 26 percent say the quality is worse and 41 percent say it's the same.

New York City voters support 89 - 8 percent requiring police officers to wear body cameras. Support is 69 - 21 percent among Republican voters and tops 84 percent among every other listed group and in every borough.

Police officers "need to wear body cameras to make them more accountable to the public," New York City voters say 80 - 17 percent. Voters in every listed group and borough agree.

"New York City public schools are not doing such a good job, voters say, and by a large margin, they think there should be some sort of shared control of the schools, not leaving the whole shebang to Mayor Bill de Blasio," said Maurice Carroll, assistant director of the Quinnipiac University Poll.

"How will upstate Republicans act when they decide in the State Legislature whether the mayor keeps control of the schools?"

New York City voters approve 58 - 34 percent of the way Mayor de Blasio is handling crime and approve 55 - 20 percent of the job Police Commissioner James O'Neill is doing. O'Neill's approval is similar among black, white and Hispanic voters.

Homelessness

Voters disapprove 48 - 41 percent of the way de Blasio is handling poverty and homelessness. A total of 93 percent of New Yorkers say homelessness is a "very serious" or "somewhat serious" problem.

New York City voters support 73 - 19 percent, including 52 - 39 percent among Republicans, building 90 new homeless shelters. Support for the shelters ranges from 68 - 29 percent in Staten Island to 77 - 18 percent in Manhattan and 76 - 16 percent in Brooklyn. Queens voters support new shelters 70 - 21 percent, with 72 - 20 percent support in The Bronx.

In fact, voters support 57 - 40 percent building a new homeless shelter near where they live. Republicans are opposed 60 - 36 percent, the only listed group opposed. Voters over 65 are divided 47 - 47 percent.

"The homeless problem is on New Yorkers' minds. They hear a lot about it and they see more homeless people on the streets," Carroll said.

"Mayor de Blasio's proposal for 90 more shelters wins big support. Somewhat surprisingly, a majority of New Yorkers say they'd OK a shelter near where they live."

Looking at mass transit, New York City voters say 70 - 19 percent that President Donald Trump's infrastructure plan should include rehabilitation of Penn Station.

From May 10 - 16, Quinnipiac University surveyed 1,019 New York City voters with a margin of error of +/- 3.1 percentage points. Live interviewers call landlines and cell phones.

The Quinnipiac University Poll, directed by Douglas Schwartz, Ph.D., conducts public opinion surveys in Pennsylvania, New York, New Jersey, Connecticut, Florida, Ohio, Virginia, Iowa, Colorado and the nation as a public service and for research.
