Only 24 percent of New York City voters say subway service is "excellent" or "good," while 27 percent say it is "not so good" and 43 percent say it is "poor," according to a Quinnipiac University poll released today.

Among the 70 percent of voters who rate subways "not so good" or "poor," 40 percent say Gov. Andrew Cuomo is mainly to blame, as 21 percent say Mayor Bill de Blasio is mainly to blame and 20 percent say both leaders are to blame, the independent Quinnipiac (KWIN-uh-pe- ack) University Poll finds.

Subway satisfaction is highest in Manhattan, where 33 percent of voters say "excellent" or "good," and lowest in Brooklyn, where 18 percent say "excellent" or "good." Ratings by borough show:

"Every day seems to bring a new horror story from the subways and, so far at least, New Yorkers pin the blame more on Gov. Andrew Cuomo than Mayor Bill de Blasio," said Maurice Carroll, assistant director of the Quinnipiac University Poll.

"And there's a daily reminder for half of New Yorkers who use the subway to get to work. Only 24 percent think the subway system is excellent or even good.

"The ongoing feud between the mayor and the governor adds piquancy to the escalating mess on the transit system.

"Mayor de Blasio has done a savvy job directing blame at Gov. Cuomo. New Yorkers who are unhappy with the subways put Cuomo, not de Blasio, in the cross hairs 2-1."

"How about a little historical note? This Mayor-vs-Governor feud over transit started 50 years ago with Gov. Nelson Rockefeller and Mayor John Lindsay," Carroll added.

"Today, New Yorkers think the current squabble gives a sour taste to the Big Apple."

The subway crisis takes a bite out of Gov. Cuomo's approval rating in New York City, leaving him with a 60 - 34 percent overall job approval rating, down from 69 - 25 percent in a May 17 Quinnipiac University poll of New York City voters.

Gov. Cuomo's job approval among New York City voters is 56 - 41 percent among Republicans, 65 - 29 percent among Democrats and 54 - 40 percent among independent voters.

Fifty-one percent of New York City voters say they take the subway to work: 57 percent in Brooklyn; 56 percent in Manhattan; 53 percent in The Bronx; 42 percent in Queens; 29 percent in Staten Island.

While a total of 58 percent of voters say they use the subway daily or several times a week, 36 percent say they have switched in the last year to "something else as a main source of transportation."

Gov. Cuomo and Mayor de Blasio have "honest disagreements about what's best for the city," 42 percent of voters say, but 41 percent say they are involved in a "personal feud."

In this conflict, 38 percent of voters agree more with Cuomo, while 32 percent agree more with de Blasio.

The Cuomo-de Blasio conflict hurts New York City, 63 percent of voters say, as 7 percent say it helps the city and 25 percent say it doesn't make a difference.

A total of 54 percent of New York City voters are "very satisfied" or "somewhat satisfied" with the way things are going in Gotham, while 46 percent are "somewhat dissatisfied" or "very dissatisfied."

This is down from a 62 - 37 percent satisfaction rate May 17.

From July 20 - 26, Quinnipiac University surveyed 877 New York City voters with a margin of error of +/- 4.1 percentage points, including design effect. Live interviewers call landlines and cell phones.
