New York City voters oppose 52 - 42 percent a congestion pricing plan to charge motorists driving into Manhattan, with money going to mass transit, according to a Quinnipiac University Poll released today.

While 50 percent of Manhattan voters support congestion pricing, 44 percent oppose it, the independent Quinnipiac (KWIN-uh-pe-ack) University Poll finds. Queens voters also are close as 45 percent support it, with 49 percent opposed. Opposition in the other boroughs is 61 - 30 percent in The Bronx, 56 - 40 percent in Staten Island and 56 - 39 percent in Brooklyn.

New York City voters do support 75 - 21 percent raising taxes on people who make more than $1 million a year and using the money for mass transit.

Given a choice between a millionaires' tax or congestion pricing to raise money for transit, voters back the millionaires' tax 66 - 21 percent.

New York City subway service is "excellent" or "good," 26 percent of voters say, while 70 percent say it is "not so good" or "poor." Among voters who say "not so good" or "poor," 37 percent blame Gov. Andrew Cuomo and 25 percent blame Mayor Bill de Blasio. Another 19 percent blame both officials.

"The suggestion on congestion gives voters indigestion," said Tim Malloy, assistant director of the Quinnipiac University Poll.

"When voters have a choice between congestion pricing, which anyone who drives or takes a taxi or Uber would pay, and a millionaires' tax, which only millionaires would pay, are you surprised at the results?"

A total of 90 percent of New York City voters say traffic congestion is a "very serious" or "somewhat serious" problem.

Among the 90 percent who say traffic is a very or somewhat serious problem, 40 percent blame de Blasio; 13 percent blame Cuomo; 22 percent blame neither and 12 percent blame both.

One brighter spot is that 52 percent of New York City voters say the quality of city buses is "excellent" or "good," while 42 percent say "not so good" or "poor."

School Safety

New York City voters say 58 - 28 percent that they are not satisfied with the quality of public schools citywide. Voters are divided 43 - 42 percent on whether they are satisfied with schools in their neighborhood.

New York City public schools are safe, voters say 53 - 36 percent. Among Bronx voters, 42 percent say schools are safe and 46 percent say that city schools are unsafe.

Voters support 56 - 38 percent having police officers or armed security officers stationed in every New York City public school. Only Manhattan voters are mixed on this, as 46 percent support armed police or guards, with 48 percent opposed.

Offered a choice, voters prefer armed officers over unarmed security officer 51 - 39 percent. Manhattan voters are divided with 46 percent for armed officers and 48 percent for unarmed officers. Voters in the other boroughs want an armed presence.

"They fall short academically, but New York City schools are safe, say voters with the exception of The Bronx. But on one issue, four out of five boroughs agree: Put a cop in every public school."

Only 14 percent of New York City voters rate the quality of public housing as "excellent" or "good," 73 percent say "not so good" or "poor."

Texting While Walking

New York City voters oppose 54 - 42 percent making it a traffic offense to text while walking in the street. There is a wide age gap as voters 18 to 34 years old oppose the measure 65 - 29 percent, while voters over 65 years old support a penalty 52 - 43 percent.

From March 22 - 27, Quinnipiac University surveyed 955 New York City voters with a margin of error of +/- 4.1 percentage points, including the design effect. Live interviewers call landlines and cell phones.
